Organizational Structure of Poonjar Thekkekkara Grama Panchayat

Poonjar Thekkekkara Grama Panchayat is a rural local self-government institution in Kerala. Its organizational structure follows the general framework prescribed for Grama Panchayats under the Kerala Panchayat Raj Act.

1. Political Wing

  • Panchayat President – The principal political and administrative leader of the Panchayat.
  • Vice President – Assists the President and assumes charge in the President's absence.
  • Ward Members – Elected representatives from each ward of the Panchayat. Together, they constitute the Panchayat Committee.

2. Standing Committees

Grama Panchayats in Kerala generally function through the following Standing Committees:

Finance Standing Committee
Deals with the budget, taxation, financial management, and financial control of the Panchayat.

Development Standing Committee
Deals with agriculture, animal husbandry, infrastructure development, development programmes, and related activities.

Welfare Standing Committee
Deals with social welfare, healthcare, women and child development, and the welfare of Scheduled Castes and Scheduled Tribes.

3. Steering Committee

The Steering Committee consists of:

  • President
  • Vice President
  • Chairpersons of the Standing Committees

The committee coordinates various activities and facilitates effective functioning of the Panchayat.

4. Administrative Wing

The administrative wing is responsible for implementing the decisions of the Panchayat Committee. It generally includes:

  • Secretary – The chief executive officer of the Panchayat.
  • Assistant Secretary
  • Accountant / Clerks
  • Office Staff
  • Field Staff – Such as Overseers, Bill Collectors, and other supporting personnel.

5. Institutions and Services

The following institutions and public services generally function under or in association with the Panchayat:

  • Krishi Bhavan (Agriculture Office)
  • Family Health Centre / Health Sub-Centres
  • Anganwadis
  • Government LP and UP Schools
  • Libraries and support for cultural institutions
  • Drinking water supply systems
  • Sanitation facilities
  • Street-lighting systems

6. Public Participation Mechanisms

The Panchayat promotes direct participation of citizens in local governance through:

  • Grama Sabhas – Conducted in each ward.
  • Development Seminars
  • Beneficiary Committees
  • Working Groups

These mechanisms enable citizens to participate directly in the planning, implementation, monitoring, and evaluation of various development and welfare programmes of the Grama Panchayat.
